Coatzacoalcos, December 8, 2014.
Today a major mock (code 3) was conducted within the port area Coatzacoalcos, in order to comply with current regulations and evaluate the effectiveness of care plans to port emergencies, also measures the coordination and response times in such incidents.


The drill was organized by "Comité Local de Ayuda Mutua A.C." and "Oxiteno, S.A. de C.V." in coordination with Municipal Civil Protection, Harbor, Navy Department, Port Authority of Coatzacoalcos, SA de CV, Customs Coatzacoalcos, National Institute of Migration, Red Cross, Fire Municipal, State Transit and Port Assigns.

Open from 11:00 hrs. the drill began at the premises of the transferee company of Puerto Oxiteno, SA de CV, when performing the unloading of a tanker with ethylene oxide to the storage tank DB-100A, ethylene oxide leakage due to rupture of the flexible hose, a person who was supervising the unloading fainted from inhaling ethylene oxide and risks that fumes may reach the marine terminal Celanes and neighboring businesses. Immediately inform the head of radio terminal to the Port Authority on the emergency and request support brigade Local port and "Comité Local de Ayuda Mutua A.C."


The main civil protection activities were:

• Start the Emergency Plan through the General Alarm System Port.
• Coordinate communication and actions that were applied to control emergencies.
• For external aid, the collection center was established in the ante-Pier No. 7.
• To all employees and workers in the port area were evacuated.
• The residents of the surrounding streets were evacuated to the perimeter fence of the port.

With the participation of emergency brigades of the companies involved, I was working internally to evacuate personnel to a safe area and control the leak in the shortest possible time. Using appropriate equipment and personnel trained to deal with such eventualities.

The mobilization was approximately 1,500 evacuees in the port area, and residents of the periphery south of the port, the latter moved to an evacuation point with the support and participation of Municipal Civil Protection.

At the end of larger drill, an evaluation meeting thereof with the participation of those involved, in which opportunities for improvement were detected to reduce response times, improve communication and avoid human and material losses if held a real contingency.
